Canada’s immigration system is experiencing a roller coaster in 2025. With a new government in place, priorities have shifted from temporary skilled workers to permanent skilled professionals. Continuing this trend, Immigration, Refugees and Citizenship Canada (IRCC) recently conducted an Express Entry draw to support the new focus.
This draw is considered to be the second-largest draw of the year 2025. Through this draw, IRCC has invited over 2,000 candidates from the Healthcare and Social Service Category of the Express Entry System.
If you are a skilled professional and applied for the Canada PR visa through this category-based draw, this article can be helpful for you. But, before moving ahead, let us know what this draw means in the Express Entry program.
What is an Express Entry Draw?
The Canadian Immigration Authority, IRCC (Immigration, Refugee and Citizenship Canada), uses a special method called the Express Entry Draw to choose the profiles of qualified professionals from the Express Entry pool and extend an invitation to apply for permanent residence in Canada.
While conducting the draw, the IRCC selects the profiles of the most eligible candidates from the Express Entry pool based on their Comprehensive Ranking System (CRS) score. This score is calculated based on human core skill factors and adaptability factors.
Candidates meeting or exceeding the CRS cut-off ranges will get the ITA (Invitation to Apply) for Canadian Permanent Residency.

Till now, the IRCC has released over 55,820 ITAs, and this recent draw is the fifth draw of the month and the second of this week. Since May 2025, IRCC has held a single draw for applicants under the Healthcare and Social Services Category, and before that, it did not release any healthcare and social service occupation draws in 2025.
In 2025, the Express Entry draw has primarily prioritised the PNP (Provincial Nominee Program) draw, remaining dedicated to Canadian Experience Class, then French language proficiency, and then candidates in the priority occupation sector. Below, we have provided details about the total number of ITAs issued under this prioritized sector of the Express Entry Draw.
Draw Type | Number of Draws |
Provincial Nominee Program (PNP) | 15 |
Canadian Experience Class (CEC) | 8 |
French Language Proficiency | 4 |
Healthcare and Social Services | 4 |
Education | 1 |
Next Express Entry Draws: What to expect?
In the upcoming draws, we can accept a strategic shift based on Canada’s immigration level plan of 2025-27. Provincial Nominee Program draws can be seen declining sharply, and fewer invitations will be issued to PNP candidates. Their bi-weekly frequency is likely to remain the same, however. CEC draws can become more frequent and attract more applicants each time since Canada gives preference to candidates who live in Canada.
IRCC will continue to hold one or two category-based draws each month, prioritizing applicants with strong experience in commerce, healthcare, and French. This shift in focus will likely eliminate general or all-program draws in 2025.
What’s next?
The Canadian Immigration Authority (IRCC) has held the second-largest Express Entry Draw in 2025 by inviting more than 2,000 candidates from the Healthcare and Social Service Category. The draw invites skilled workers to Canadian permanent residency based on their Comprehensive Ranking System scores. IRCC has issued more than 55,820 ITAs so far, with a priority on the Provincial Nominee Program (PNP) draw.
