IRCC Introduced New Officer Decision Notes for Visa Refusal

The Canada Immigration process is often seen as one of the easiest migration methods. However, it can become overwhelming for some because certain applicants might be denied their applications to work, study, or visit, and will not receive more details about their application from the office. As of July 29, 2025, the IRCC has started the “Officer Decision Notes” along with the refusal letter. 

Now, the official notes are only available for a temporary residency application. Moreover, foreign nationals who have applied through the official portal of IRCC will not receive the officer decision letter. 

In this article, we are going to provide complete details about the new decision implemented by the immigration department of Canada. But, before proceeding, let us understand why these notes matter. 

Why do the Officer Decision Notes matter? 

Earlier, the refusal of temporary resident visas (TRVs), study permits, work permits, and visitor records was not transparent, and professionals often received vague statements such as “you did not meet eligibility criteria”, which does not provide a clear overview of which criteria they are lacking. 

The only way to access further details was through an ATIP (Access to Information and Privacy) request or by buying the GCMS notes, which were costly and time-consuming. 

Now, IRCC will automatically include ODNs with refusal letters, giving applicants clear insight into:

  • Eligibility gaps or unfulfilled program requirements
  • Documentation problems (e.g., missing, false, incomplete documents)
  • Wider issues such as financial status, travel history, or intention of travel

This transparency helps applicants understand why IRCC rejected their application and what they need to correct for future submissions.

Who will be affected: Eligible Application Type? 

The initial rollout of ODNs will cover refusal in the following categories: 

  • Visitor Visa (TRVs) – excluding eTAs and TRPs 
  • Visitor Permits
  • Study Permits
  • Work Permits

Important to note: Applications submitted through the new IRCC portal are currently excluded. Candidates applying for ODNs might want to use conventional submission types for these streams to become eligible for this new advantage. IRCC has signaled intentions to widen the coverage of ODNs to additional application types in the near future. 

How will the candidate get ODNs?

If IRCC refuses an application, it will now proactively include the officer’s decision notes with the refusal letter. This major update removes the need for applicants to submit separate requests for that information.

For privacy, security, or other grounds, the IRCC recommends that it might omit “certain portions of the notes on a case-by-case basis.”

The applicant or the applicant’s representative is given the officer’s decision notes and the refusal letter by the IRCC.
